XM and Sirius Express Concerns

On April 23, 2007, Satellite Radio TechWorld reported that Horizon Wi-Com had applied for an experimental license to test out-of-band emissions on the satellite radio band. The FCC has not yet granted this license, no doubt due to the concerns filed jointly with the FCC by XM and Sirius.

XM and Sirius understandably want to know more and are seeking more information from Horizon. According to the pair, the proposed limits of testing are 37 dB above the Commissions limits for OOBE for fixed WCS equipment in the satellite radio band. They ask the FCC to refrain from granting the application until they are able to gather more information.

This approach is quite different from the WCS Coalition's scorched earth approach. XM and Sirius at least give the impression that they will be cooperative, if the test can be conducted in such a way that it doesn't interfere with satellite radio.
